Fleet-based Training Co-ordinator consultant,Seabird Bycatch, Common Oceans Tuna Project

BirdLife South Africa(BLSA), based in Johannesburg, South Africa, is one of the largest, most active, non-governmental conservation organisations in South Africa.


The Common Oceans Tuna Project, also known as 「Sustainable Management of Tuna Fisheries and Biodiversity Conservation in the Areas Beyond National


Jurisdiction (ABNJ)」, is the largest of four projects that constitute the Common


Oceans Programme. The objective of the project is to achieve responsibility, efficiency and sustainability in tuna production and biodiversity conservation in the ABNJ,through the systematic application of an ecosystem approach in tuna fisheries.


The Food and Agricultural Organization of the United Nations (FAO) is the implementing agency for the project. BirdLife International, through its local partner, BLSA, is implementing the seabird bycatch component of the Common Oceans Tuna Project. The objectives of this component are:

a) to facilitate, support and strengthen the use of bestpractice seabird bycatch mitigation measures by fleets operating in criticalfishing areas of the Atlantic and Indian Oceans


b) to help improve capacity of national institutions to manage and conduct analyses of seabird bycatch and associated data, and facilitate a joint assessment by tuna Regional Fisheries Management Organisations (RFMOs) of current seabird bycatch mitigation requirements of relevant RFMO Conservation and Management Measures.


As part of the Common Oceans Tuna Project, BLSA is looking for a Fleet-based Training Co-ordinator to implement a series of National Awareness and Observer trainingworkshops for countries with tuna longline fleets operating south of 25 degreesSouth.


Post Duties:


Under the overall supervision of the Common Oceans ABNJ Tuna Project Coordinator (based in Rome,Italy), and the direct guidance and supervision of the BirdLife Project Output Coordinator and the BLSA and BirdLife International Project Executives, thepost holder will:

liaise with, secure and maintain engagement in the project by the countries and fleets that have been identified; develop and implement an engagement strategy for each of the country/fleets;


secure cooperative agreements with major Asiantuna fleets to undertake collaborative research onboard tuna long line vessels,through their national observer programmes


lead on training national observers to undertake scientific research, secure access to full datasets from those trials, ensure confidentiality and mutual trust between BirdLife South Africa and collaborating institutions, and to oversee or undertake analysis of data and dissemination of results


develop agendas and training materials for three National Awareness Workshops and three Observer Training sessions;

design, coordinate and oversee the National Awareness Workshops and Observer Training sessions;


arrange logistics and related travel for the National Awareness workshops and Observer Training sessions;


undertake narrative and financial reportingtasks in respect of the National Awareness workshops and Observer training work;


disseminate information and results of the Output work to appropriate internal and external forums;


assist the Project Coordinator and BLSA with the organisation and implementation of other components of the Project, and perform other related duties as required.


The preferredcandidate will:


have a relevant tertiary qualification,preferably to postgraduate level, and at least two years of relevant fisheriesor project management experience;


have a clear understanding of seabird bycatch issues in longline fisheries;


have a good knowledge of international fisheries instruments, and especially the RFMOs responsible for fisheries management in the Indian and Atlantic Oceans (IOTC and ICCAT);


have sound numeracy and a good understanding of scientific methods relevant to seabird bycatch monitoring and assessment work,with first-authored papers published in international, peer-reviewed scientific journals as evidence;


be able to organise, manage and coordinate meetings and workshops;


have excellent communication, networking and interpersonal skills;


have the ability to communicate in writing andorally in a clear and concise manner for both technical and non-technical audiences;


have a valid passport;


have a valid light passenger vehicle (SA Code B) driver』s license;


be willing to travel;


be fluent in written and spoken English and Mandarin.


The followingattributes are desirable:


have significant international work experience;


have negotiation and facilitation skills;


previous experience with Global Environment Facility (GEF) project management and reporting requirements;


ability to speak Korean, Japanese or another east Asian language.


be a South African Citizen or PermanentResident;


The Post:


The successful candidate will report to the BirdLife Common Oceans Tuna Project Output Co-ordinator, under the supervision and guidance of BirdLife International Marine Programme Global and Africa co-ordinators.


The position is based at the BLSA Seabird Conservation Programme offices in Cape Town.


The post holder will be recruited by FAO as a National Project Personnel consultant or International Consultant. The initial term of the contract will be for a period of 12 months.The contract may be extended for an additional 12 months, subject to funding,performance and other requirements.


Salary information:


Salary Rangeca.R30,000– R40,000 per month (total cost to company, depending on relevant experience).
