Fengyun-4A satellite, the first of China s second-generation geostationary orbiting weather satellites, was put into operation Monday, said the State Administration of Science, Technology and Industry for National Defence.

國家國防科技工業局宣布，"風雲四號A星"衛星於25日投入使用。風雲四號A星是我國第二代靜止軌道氣象衛星的首發星。

風雲四號A星是我國靜止軌道氣象衛星(geostationary orbiting weather satellites)從第一代(風雲二號)向第二代跨越的首發星，於2016年12月11日在西昌衛星發射中心成功發射。衛星在軌運行(in-orbit operation)期間，圓滿完成衛星平台(satellite platform)、有效載荷(payload)、地面應用系統(ground application system)等測試任務。測試結果表明，衛星各項功能、性能符合工程研製總要求。

風雲四號衛星具備高時間解析度(high time resolution)、高空間解析度(high spatial resolution)、高定位精度(high accuracy of positioning)、高輻射精度(high radiometric accuracy)、高光譜精度(high spectra precision)，可實時補償姿態、軌道、熱變形誤差，實時對星上數據進行處理。衛星搭載了先進的對地同步輻射成像儀(geosynchronous radiation imager)、對地靜止干涉式紅外探測儀(geostationary interferometric infrared sounder)、閃電成像儀(lightning mapping imager)和空間天氣監測儀(space weather monitor)4台遙感儀器。

風雲四號衛星將大幅度提高我國天氣預報(weather forecast)、氣象防災減災(meteorologic disaster prevention and reduction)、應對氣候變化(climate change)、生態環境監測(ecological environment monitoring)和空間天氣監測預警能力(space weather monitoring and warning capability)，並廣泛應用於氣象、水利、農業、林業、環境、能源、航空和海洋等領域，特別是在服務我國軍民融合戰略(military-civilian integration strategy)實施、"一帶一路"建設等方面發揮重要作用。目前，風雲四號衛星已被世界氣象組織納入全球對地觀測氣象衛星序列(global land observing weather satellite system)。

Overseas sellers plan to give "super-national treatment" to Chinese tourists to promote their spending during the upcoming China s National Day holiday.

境外商家計劃給予中國遊客"超國民待遇"，以在即將到來的中國國慶假期期間拉動消費。

超國民待遇(super-national treatment)原來指改革開放初期中國針對來華投資的外國企業給予的稅收等優惠政策，又叫作"超優惠稅收政策(super-preferential tax policies)"。這裡的"超國民待遇"則指境外商家為了吸引中國遊客前去消費，專門推出針對中國遊客的價格優惠政策(preferential price policies)。

據媒體報道，全球有數十萬境外商家計劃在十一黃金周期間，專為中國遊客推出"支付寶價(favorable price via Alipay)"，中國遊客只要通過支付寶付款，即可享受八五折(enjoy 15% discount)優惠。另外，全球有16個機場向中國遊客提供通過支付寶退稅的選項(offer the option of receiving tax refunds through Alipay)。

據世界旅遊組織統計，2016年中國出境遊客人數達到1.35億，境外旅遊支出(overseas travel expenditure)增至2610億美元，連續四年蟬聯全球出境遊人次最多的國家(the top country of outbound travelers)。

Some Chinese study abroad only for an overseas diploma and have not taken their academic careers seriously are defined as "bathing crabs" in a Xinhua report. "Bathing-crab" returnees have found it difficult to find a well-paid job when returning to China after graduation in recent years.

新華社一篇報道將部分只為獲得一紙海外文憑、不認真對待學業的海外留學生定義為"洗澡蟹"。近年來，"洗澡蟹"式海歸畢業回國後發現很難找到高薪的工作。

蘇州陽澄湖出產的清水大閘蟹(freshwater hairy crabs)被稱為陽澄湖大閘蟹(Yangcheng Lake Hairy Crab)，正宗的陽澄湖大閘蟹需要在湖裡養殖6個月以上(be raised in the lake for at least six months)，味道才能更鮮美。然而，一些蟹商將外地螃蟹販運至陽澄湖，將其放入湖裡浸泡幾天甚至幾個小時，然後打撈上來冒充陽澄湖大閘蟹(pass off as genuine Yangcheng Lake Hairy Crabs)以賣個好價錢(fetch a high price)，人們將這些螃蟹戲稱為"洗澡蟹(bathing-crab)"。"洗澡蟹"式海歸("bathing-crab" returnee)就是指那些花大價錢到海外學校鍍一層金，幻想藉此回國後謀得一份好工作的中國留學生。

近年來，"洗澡蟹"式海歸發現，在國內日益激烈的就業競爭中，僅憑一紙洋文憑並不能確保他們能收穫一份體面的工作(an overseas diploma alone cannot guarantee them a decent job)。中國與全球化智庫發布的《2017中國海歸就業創業調查報告》顯示，44.8%的海歸(overseas returnee)稅後月收入(after-tax monthly income)在6000元以下，七成海歸稱其薪水遠低於個人期望值(their salary is far less than what they had expected)。

據悉，不少企業的人力資源部門將"是否掌握獨特技術或技能(have special skills or techniques)"作為分割線(dividing line)，將海歸群體劃分為"小海歸(small turtle)"與"大海歸(big turtle)"。畢達教育諮詢總監徐傳海稱，僅有普通文憑，缺乏技能與經驗(without techniques or experience)的小海歸競爭力明顯較弱。能拿到高薪的，大部分是出自名校、有實際工作能力的大海歸(big turtles from prestigious universities and with hands-on backgrounds)。

然而在歐洲市場大受歡迎的個性化圖案設計(personalized designs)在美國市場卻遇到了困難。但公司及時將設計方向從創意變為實用(adjust the creative design into a functional one)，產品在美國市場也深受好評(be well-received)。美國版產品的特色是可供成人和兒童共同使用的子母馬桶座圈(feature a 2-in-1 seat for both adults and children)，且嵌入式的兒童座圈在不使用時可通過磁力吸附在馬桶蓋上(a built-in potty seat that secures magnetically onto the cover when not in use)。如今，美國人每年購買20多萬套這款馬桶蓋，該公司還在美國建立了研發中心(research and development center)和銷售公司。

The exit of the UK from the European Union may give rise to "Euro-English" - a new language tailored to the cultures and needs of continental European societies, according to a study.

一項研究認為，英國脫歐或將催生"歐式英語"，即一種為歐洲大陸社會的文化和需求量身打造的新型語言。

近日，瑞典耶夫勒學院的馬爾科·莫迪亞諾博士在一篇學術論文(academic paper)中提出，英國"脫歐"後，歐盟內以英語為母語的居民(native speakers of English)僅剩約500萬，約佔總人口的1%。莫迪亞諾認為，這意味著在美式英語及其他語言參與的較量中，捍衛英式英語地位的工作將無人承擔(no one will be there to carry on the work of defending British English for competition, not only from American English but also from other languages)。

英式英語受到歐洲大陸以英語為第二語言的人們的衝擊(suffer impacts from continental Europeans speaking English as a second language)。這些人正賦予英語越來越多的本土化特色(localization features)。莫迪亞諾指出，目前已有跡象表明，"歐式英語"正在形成其獨特的講話方式(develop its own distinct way of speaking)。歐式英語已基於歐共體官方語言予以部分辭彙新的定義(give new definitions for some words)。譬如，"貝雷蒙大樓"表示"官僚主義(bureaucracy)"；"conditionality(制約性)"被用做"conditions(情況)"。研究人員還注意到，英式語法也正在發生變化。擴大言語中-ing形式的使用範圍就是個例子，比如"I am coming from Spain(我來自西班牙)"，用標準英語表達應是"I come from Spain"。

在拼寫方面，歐洲人或許會使用美式英語的拼寫體系(American-English spelling system)。按照莫迪亞諾的說法，以英語為母語的人中約70%的人使用這種主導網路的拼寫習慣(the spelling convention that dominates the internet)。莫迪亞諾表示，歐式英語(Euro-English)或將令其使用者具有認同感(sense of identity)，還將使他們從其他"合理又受歡迎"的方面獲益(benefits which were "both logical and welcome")。
