愛爾蘭副總理：愛爾蘭稅收體系透明清晰，不存在特殊對待

愛爾蘭、歐盟、蘋果公司三者間的稅務風波暫時以愛爾蘭「被迫」收下蘋果130億歐元的補交稅款告一段落。愛爾蘭副總理兼外交與貿易部部長西蒙·科文尼在接受財新記者專訪時表示，愛爾蘭的稅收體系透明而有競爭力，若中國公司前來，也能同樣公平受益。

我們不認為向蘋果追收國際稅款是愛爾蘭應該做的事，目前愛爾蘭已經與歐盟達成了一致意見。將從蘋果手中收取一筆非常大的資金，放在暫記賬戶中保管，直到這些法律問題得到解決。

We don"t believe that it was the job of Ireland to collect apples international tax revenue, so we"ve agreed with the EU that then we would collect a very large sum of money from Apple, we would hold that in a suspense account, until these legal issues are resolved.

但我相信愛爾蘭在這個問題上的做法是正確的。我們有一個非常透明、有競爭力的稅收體系，為此不需向任何人致歉。稅收體系的運作是清晰的，並不存在特殊對待的交易。

But I believe that Ireland is taking the right approach here. We have a very transparent, a very competitive tax system, we make no apologies to anybody for that. And it is also a tax system that is clear in terms of how it works, there was no special deals for that.

一個國家被要求徵稅，但自己卻拒絕，這樣的情形非常少見。但我們認為，和在愛爾蘭成立的公司維繫誠信十分重要。這些公司設立是基於對愛爾蘭貿易稅收系統運作的理解。當然我們有必要去改變和完善稅收制度，來確保消除任何不公平的漏洞，讓人們公平繳稅。

It"s very unusual that a country would be asked to collect tax and would be refusing to do it, but we believe that it"s important to be honest with companies that set up in Ireland. They set up on the basis of a deal in terms of how they understand the tax system to work. And of course we need to change and improve our tax system to make sure that we remove any loopholes that are unfair, so that people pay a fair share of tax.

但歐盟委員會根據競爭法要求愛爾蘭政府向蘋果追繳稅款，在我們看來是有缺陷的。我們相信歐盟法院將會證明這一點。

But to apply rules retrospectively, to Apple in Ireland, which is what the Commission are proposing under the competition law, we believe that that"s flawed, and we believe that in time the courts will show it to be flawed.

現在也有越來越多的中國公司在愛爾蘭投資。他們也同樣能從具有競爭力的企業稅率中受益。但這會是透明且公平的。

There are more and more Chinese companies now investing in Ireland and yes they would benefit from a very competitive corporate tax rate, but it"ll be transparent and it"ll be fair.
