天津東疆租賃資產總規模已超9000億元
中國(天津)自由貿易試驗區管理委員會副主任、天津東疆保稅港區管委會主任沈蕾29日稱，截至目前，東疆註冊租賃企業2754家，累計完成1140架飛機、107台發動機、145艘國際航運船舶、13座海上石油鑽井平台的租賃業務，租賃資產總規模已超過9000億元人民幣。
當天，中國(天津)自由貿易試驗區掛牌三周年新聞發布會在濱海新區于家堡舉行。據沈蕾介紹，三年來，東疆保稅港區各項經濟指標保持高質量穩定增長態勢，產業發展實現質、量同步提升；構建了產業發展新格局，租賃業繼續領跑全國，新業態、新模式加速聚集。
「飛機、國際船舶、海工等跨境租賃如今已在全國佔比達到80%以上。」沈蕾說，東疆在繼續保持飛機、船舶、海工等業務板塊優勢的基礎上，租賃標的物迅速擴展至裝備設備、軌道交通、醫療器械、新能源、汽車、無形資產等新領域，基本實現租賃主要業務領域全覆蓋。
沈蕾表示，下一步將全面深化租賃業改革，打造「東疆租賃2.0版」。圍繞國家租賃創新示範區建設，結合《進一步深化中國(天津)自由貿易試驗區改革開放方案》中提出率先開展租賃產業配套的外匯制度創新、探索融資租賃企業稅前扣除政策等政策內容，在離岸租賃和出口租賃等細分領域持續發力，建成與國際接軌的租賃業發展生態體系，繼續發揮在全國的示範引領作用。

「Aircraft, international shipping, offshore engineering and other cross-border leasing have now accounted for more than 80% of the national total.」 Shen Lei said that Dongjiang will continue to maintain its advantages in the business sectors of aircrafts, ships, and offshore engineering. Meanwhile, it will also rapidly expand into new areas such as equipment, rail transit, medical equipment, new energy, automobiles, and intangible assets, thus realizing full coverage of its major business areas.
Shen Lei said that the next move will focus on fully deepening the reform of the leasing industry so as to build "Dongjiang Leasing 2.0". Focusing on the construction of national leasing and innovation demonstration zones, and combining the policy of 「further deepening the reform and opening up program of China (Tianjin) Free Trade Pilot Zone」, it is proposed to take the lead in developing foreign exchange system innovation in leasing industry and discussing the pre-tax deduction policy of financial leasing companies. The sub-sectors such as offshore leasing and export leasing continued to exert their efforts to establish an ecological system for the development of the leasing industry in line with international standards and continue to play a leading role across the country.
