急救中心一天接到90個騷擾電話?該整整營銷電話了!

在你清晨剛醒來、深夜將入睡、工作開會忙、只想靜一靜……的任何時候,你都有可能接到——

騷擾電話。

營銷簡訊、騷擾電話、垃圾郵件……這些東西充斥著你的手機和電腦,令人又煩又不知該如何是好。

因為……它們似乎總是「野火燒不盡,春風吹又生」。

真沒有什麼辦法,能管管這些猖狂的騷擾電話么?

最近,工信部、最高法、最高檢等13個部門印發了《綜合整治騷擾電話專項行動方案》,決定自2018年7月至2019年12月底,在全國開展綜合整治騷擾電話專項行動。

期待著我們能徹底和騷擾電話告別

Chinese citizens applaud national action against spam

I anxiously rummaged through my bag for my phone as it kept ringing. But when I finally answered, the caller simply said "Hi, do you want to buy a house located in…" I hung up the phone, but I knew another unsolicited spammy call would soon be forthcoming.

包里傳出熟悉的電話鈴聲,我連忙在包里著急地翻找我的手機,總算找到了,接通之後,電話那頭傳來「你好……這裡有套房子你考慮嗎……」我摁掉了電話,但是我知道很快這樣的騷擾電話又會打來。

I also receive dozens of spam text messages every day, mostly about gambling information, housing promotions and even links to pornographic novels. Although I delete the messages and report the numbers, I continue to receive similar messages.

除了騷擾電話,我還能收到很多垃圾簡訊,什麼賭博的,賣房子的,甚至還有言情小說的鏈接。雖然我刪掉這些簡訊也告訴手機系統這是垃圾信息,但是還是能收到類似的信息。

Of course I am not an individual case. A total of 16,100 complaint cases related to telecommunication services were handled in the first half of 2018, up 26.3 percent year-on-year, according to the latest report released by the China Consumers Association. Among all cases, the leakage of personal information - which has resulted in the increase of spammy calls and messages - has become a major concern among Chinese consumers.

當然我的例子不是個例。根據中國消費者協會的最近的報告,2018年上半年他們一共處理了16100條有關電信服務的投訴,比去年上升了26.3%。並且在這些投訴案例中,導致大家總是收到垃圾電話和信息的主要原因就是個人信息泄露,它已經成為中國消費者最擔憂的情況之一。

The good news, however, is that the country has launched an action plan targeting nuisance calls. The plan is being led by the Ministry of Industry and Information Technology of China (MIIT), along with 12 other central-level authorities including the Supreme People"s Count of China.

令人振奮的是,國家已經公布了一套綜合整治騷擾電話專項行動方案。這項方案是由工業和信息化部聯合其他12家部門發出,其中包括最高人民法院。

The plan, which will run through December of 2019, aims to consolidate law enforcement and make sure residents receive fewer spammy calls, in particular commercial promotions, according to a notice published on MIIT"s website on July 30.

根據7月30日公布在工業和信息化部網站上的公告,這項方案要持續到2019年12月底。主要有加強執法,實現商業營銷類電話明顯減少的目標。

As Chinese citizens, we should applaud this plan and hope that it will be implemented effectively. Nobody - not even the salespeople making those unwanted, unsolicited calls - like spam, so it is high time that something is done about it.

作為普通老百姓,我們應該為這個行動鼓掌,並且希望該項行動能夠有效地執行。沒有人願意總是收到騷擾電話,甚至那些撥打電話的銷售人員應該也不願意,真是到了應該好好整理這個行業的時候了。

According to the plan, authorities will strengthen business marketing management, including administrative punishment, over law-breaking companies and their employees. For instance, authorities will strengthen supervision over property developers, agents and related employees to regulate telemarketing. Housing and real-estate-related telemarketing is a major source of unsolicited calls, but as most calls are automatically placed by software systems, the salespeople don"t even know who they are calling.

根據這個計劃方案,各相關主管部門要加強各行業商業營銷規範管理,對違法違規企業和從業人員依法採取監管措施或予以行政處罰。比方說,主管部門要嚴格規範房地產相關的電話營銷行為。房產相關的電話營銷是其中主要的一類,由於很大一部分電話都是由軟體自動撥出,連銷售人員自己都不知道他們在打給誰。

In Ningbo, East China"s Zhejiang Province, the local emergency center received more than 1,600 telemarketing calls over the course of two months, Beijing Youth Daily reported in May. Surprisingly, they once received 90 telemarketing calls in one day. Five property developers involved in the issue were punished by local authorities. Ordinary people can refuse to answer unsolicited calls, but an emergency center cannot, as it would jeopardize patients who need urgent treatment.

根據北京青年報的一篇5月份報道,在浙江寧波,一家急救中心將近兩個月時間內收到了1600個營銷電話。甚至於一天內最多收到了90個營銷電話。最後有5家房產公司被查出來是幕後的營銷推手,當然他們也接受了當地執法部門的處罰。普通老百姓可以拒絕接這些騷擾電話,但是急救中心可不行啊,這些行為危害了急需治療的病人。

How to block these calls is not a fresh topic in China. In August 2016, another report from Beijing Youth Daily said consumers were still being harassed by nuisance calls and texts even after blocking unwanted numbers on their phones. People started to blame telecom operators for failing to make any effort to help block numbers that had been reported for spam. The operators said they did not have the legal authority to stop anyone else"s phone service unless what they were doing was illegal, which it wasn"t.

如何阻止營銷騷擾電話不是一個新鮮話題了。早在2016年的8月份,北京青年報的另外一篇報道,就討論了為什麼消費者還是能收到各種騷擾電話,儘管這些號碼已經被標註為「垃圾電話號碼」。人們開始抱怨運營商,為什麼他們不能及時攔截那些騷擾電話?運營商也覺得委屈,他們說自己無權擅自停止消費者的電話服務,除非這些電話號碼被證明是違法的。

This time, however, MIIT and other related authorities will work together to shut down unsolicited calls on legal grounds, via administrative means, using high-technology. Along with the action plan, long-term effective mechanisms are needed to manage China"s telecom sector. An improved and clarified punishment mechanism is also needed to punish those who break the laws and regulations.

這次,工信部以及其他部門聯合起來,依靠法律,行政手段,高科技來治理騷擾電話。除了這次行動,長期的有效機制也是需要的。同時,一個完善的,清晰的懲罰制度也是需要用來去打擊那些違法者。

China has showed its determination to crack down on spam, which should be applauded by everyone. After all, is there a single person who has ever answered a spam call and said, "why, yes, I would like to buy a house from a complete stranger on the phone, tell me more?"

大家應該為國家下定決心去整治騷擾電話而鼓掌。諷刺的是,你覺得會有人對營銷電話這樣說嗎:「哎呀,是的,我非常願意從一個完全的陌生人那裡買一套房子,和我聊聊吧?」
