美國人民：心好累。

素來熱衷標榜所謂「人權」的美國政府，似乎對於他們公民的隱私權其實並不怎麼care。

且看，這兩天各大美媒都報道了件細思極恐的事：

美國政府又在暗搓搓收集人們的電話信息了。

一個"again"，充滿心酸啊

In 2016, the National Security Agency gathered 151 million call records even though Congress made rules to reduce the federal government"s sweeping surveillance of Americans" phone records.

儘管國會制定了相關規定，減少聯邦政府對美國人民通話記錄的全面監控，但在2016年，美國國家安全局依然收集過1.51億份通話記錄。

A new report shows the NSA might have collected additional call data it wasn"t authorized to obtain again last year.

如今，一份新的報告顯示，美國國家安全局在去年可能再次未經授權，獲取了額外的通話數據。

The American Civil Liberties Union released documents on Wednesday that it says show the NSA"s "unlawful" collection of call detail records, or CDRs, of Americans in October 2018. This comes months after the NSA purged millions of call records.

美國公民自由聯盟周三公布文件，顯示美國國家安全局在2018年10月「非法」收集了美國人的通話記錄。就在那之前的幾個月，國家安全局還清理過數百萬份的通話記錄。

"These documents further confirm that this surveillance program is beyond redemption and a privacy and civil liberties disaster," said Patrick Toomey, a staff attorney with the ACLU"s National Security Project.

公民自由聯盟國家安全項目的專職律師帕特里克·圖米表示：「這些文件進一步證實，這個監控項目已經無可救藥，它是隱私和公民自由的災難。」

"The NSA"s collection of Americans" call records is too sweeping, the compliance problems too many, and evidence of the program"s value all but nonexistent."

「國家安全局收集的美國人通話記錄無所不包，合規的問題太多，而且幾乎沒有證據能表明該項目有何價值。」

"There is no justification for leaving this surveillance power in the NSA"s hands," Toomey said.

圖米說，「沒有理由把這種監控權力交給國家安全局。」

說起美國政府這筆「監聽」的爛賬，那真是要多尬有多尬。

當年「稜鏡門」時，美國上下輿論一片罵聲，聯邦法院曾被迫否決了收集通話數據這一做法。

但諷刺的是，沒過多久，國會就在爭議中又通過了個「美國自由法案」(USA Freedom Act)，允許「有限度地」收集通話記錄。("...but Congress then passed the USA Freedom Act, which allows the collection with limits." - USA Today)

結果呢，「限度」很快也翻車了……

前面提過，光16年國家安全局就收集了1.51億份通話記錄，數量驚人。("In 2016, the National Security Agency gathered 151 million call records..." - CNET)

之後，在18年6月，安全局因為違規又銷毀了幾百萬份通話記錄。("months after a previous breach that compelled the agency to destroy millions of records from the contentious program." - USA Today)

接著，一枚眾議院政客的安全顧問還聲稱：在18年6月銷毀了通話記錄後，安全局就沒再干過監聽的事兒了。("...a security adviser to House Minority Leader Kevin McCarthy claimed the NSA hadn』t used it since June," - RT)
