杜特爾特再懟美國：別想把中程導彈放在菲律賓

「核武器啟動，我們大家全都玩完！」

隨著8月2日美國正式退出《中導條約》，有分析認為，美國可能在亞洲和歐洲部署導彈系統，在全球引起新的軍備競賽。

據《今日俄羅斯》報道，杜特爾特周二直接放話，「你不能把核武器放在菲律賓，這永遠不會發生。」

Following American withdrawal from the Intermediate-Range Nuclear Forces (INF) treaty with Russia last week, Washington made clear that it is now free to deploy ground-launched ballistic nuclear missiles with ranges of 500 to 5,500 kilometers anywhere in the world - including Asia, to counter China in the region.

美國上周正式退出《中導條約》後，華盛頓方面明確表示現在可以自由部署射程在500公里至5500公里的陸基巡航導彈、彈道導彈及其發射裝置。包括在亞洲部署導彈來針對中國。

US Secretary of Defense Mark Esper said Saturday that he was in favor of deploying ground-based intermediate-range missiles in Asia. If that is the case, it will certainly trigger an intense arms race in the region.

美國國防部長埃斯珀說，他希望在亞洲部署美國的陸基中程常規導彈。如果美國真這麼做，肯定會引起這個地區十分激烈的軍備競賽。

因為中程導彈都是進攻性武器，無論哪個國家接受美國部署，在家門口放置這樣的武器，都是與中俄兩國直接或間接為敵，引火燒身。

杜特爾特直接告誡美國：你不能把核武器放在菲律賓，這永遠不會發生。

「That will never happen because I will not allow it,」 Duterte said. 「I will never allow any foreign troops... I don"t want to fight China.」

「這永遠不會發生，因為我不會允許，」杜特爾特說。「我永遠不會允許任何外國軍隊（進駐菲律賓）......我不想與中國作戰。」

他還強調說菲律賓不會站隊，不會加入任何一個軍事聯盟。原因也是簡單粗暴：一旦開始核戰爭，大家都玩完兒。

Joining military alliances amid ever-increasing global instability is simply pointless, Duterte argued, because if a war does break out between nuclear powers, we"re all doomed anyway.

杜特爾特認為，在與日俱增的全球不穩定背景下加入任何一個軍事聯盟都毫無意義，因為如果核大國之間爆發戰爭，我們無論如何都註定完蛋了。

If you go to war and China would release all its missiles nuclear, and America and Russia... and Britain and Italy and France, this will mean the end of all of us.

如果一旦發動戰爭，中國、美國、俄羅斯將發射所有彈導彈......英國、義大利和法國也不例外，這將意味著我們所有人的終結。

2016年美國政府對菲律賓禁售步槍，也讓杜特爾特看清楚了誰才是真正的朋友。

2016年11月，菲律賓向美國公司下了26000~27000支自動步槍/卡賓槍的購買意向書，為菲律賓警察提供裝備。但在時任美國總統奧巴馬指責杜特爾特政府的反毒品戰爭侵犯人權後，這份意向合同在參議院遭到了反對。

關鍵時候是中國和俄羅斯拉了菲律賓一把。

「You were the ones responsible... you practically drove me into the waiting arms of the Chinese government,」 Duterte said, blaming the US lawmakers for forfeiting the sale. 「What I am supposed to do? Then I went to Russia.」

「你們（美國）才是有責任的一方，是你們把我推入了中國的懷抱，」杜特爾特說道，責怪美國終止步槍銷售。「我能做什麼呢？我投向了俄羅斯。」
