關於國外農產品首次輸華檢驗檢疫准入程序

一、輸出國官方檢疫主管部門根據貿易需求，向中華人民共和國國家質量監督檢驗檢疫總局（以下簡稱中方）提出書面申請，並說明擬出口具體農產品的名稱、種類、用途、進口商信息、出口商信息。

二、中方根據申請，向輸出國提交一份涉及進行該種農產品進口風險分析資料的調查問卷，請輸出國答覆。

三、在收到輸出國就調查問卷的答覆後，中方組織有關專家進行風險分析；

在風險分析過程中，如需要，中方將請輸出國再補充有關資料；

在對以上資料評估的基礎上，中方將考慮是否派出專家組赴輸出國進行實地考察。

四、在風險分析工作完成後，中方將考慮是否提出從該國進口該種農產品的檢疫議定書草案或入境檢驗檢疫衛生要求，雙方就此進行協商。

五，在雙方就議定書或入境檢驗檢疫衛生要求達成一致意見後，按照議定書或衛生要求的規定開展該種農產品的貿易。

QuarantineAccess Procedures for Agricultural Productsto be imported to China for thefirst time

1. The competentquarantine authority of the exporting country shall, according to the tradeinterest, submit an official application in written form to GeneralAdministration of Quality Supervision, Inspection and Quarantine of thePeople』s Republic of China（AQSIQ）forexporting agricultural products to China with the its name, variety , use andinformation of importers and exporters.

2. AQSIQ will,according to the application, deliver a questionnaire concerning the ImportRisk Analysis (IRA) to the exporting country for reply.

3. After receiving thereply to the questionnaire, AQSIQ will organize the relevant specialist toinitiate IRA process.

If necessary, AQSIQ will ask the exportingcountry for more information during the evaluation period;

Based on the assessment of the aboveinformation, AQSIQ will decide whether it is necessary to send a specialistgroup to the exporting country to have on-the-spot inspection.

4. After finishing theIRA, AQSIQ will take account of whether or not to submit a draft of quarantineprotocol or sanitary requirements for the product to be imported from thecountry to China, which will be discussed by both sides.

5. After having reachedagreement on the protocol or sanitary requirement, the trade of this productwill be commenced according to the requirements specified in the protocol.
